Brain Wave - Poul Anderson This is an old sci-fi classic. The premise might seem a bit silly -- Earth suddenly passes through a region of space that causes every living thing's intelligence to increase by an order of magnitude -- but it's your typical "high concept" early sci-fi story. I haven't read it in many years, but I remember it being a good read, with the world truly changing as a result.
